In the actual context of global crisis, the economy of the cross-border region is not an advantageous position.
The crisis is found in lower GDP, rising unemployment and inflation. Thus, for the end of 2011 in Romania is estimated unemployment rate of 8.5%, or 760,000 unemployed people. Although in Romania unemployment rate is much lower than in other countries, labour market really starts to come out of the crisis only when the number of employees will begin to grow. In Republic of Serbia there are many problems such as: high unemployment rate, small wages in border regions, lack of co-operation and technology transfer between science and industry etc. According to Statistical Office of the Republic of Serbia (SORS) total annual value of GDP for 2010 compared to the year 2009 shows an increase of approximately 2 %. According to the National Bank of Serbia's total employment in legal entities in the economy declined between 2005-2010 approximately 12% per year, of which approximately 32% represent manufacturing industry. In the actual socio-economical context training of specialists is one of the main ways to revive economy of the region. Through its activities, the project supports different category of people from cross-border area (unemployed, young or disadvantages people, regardless of sex) to find new qualified job.
In the target region many industrial installation are present having different level of technological risk.
Knowing the levels of technological risk and geographical positioning of the villages in the area is a priority for territory arrangement in the context of sustainable development on environment protection criteria, conservation of ecosystem and protection of population in relation with industrial pollutants. Reducing the accidental pollution risk, seismic pollution and diminishing the pollution sources, the project has a strong social character as it directly contributes to improve the quality of life for the communities of the border area. Companies express high interest to get better implementing of new ISO standards regarding on risk management. Through its activities, the project partners are pioneers in providing these new training services in cross-border region. In order to implement new ISO standards regarding on risk management, a there are necessary to train specialist in order to get new skills in risk assessment. Thus the specialist from both sides of the borer shall attend the same specific training stages. In order to promote this new training service in the frame of the project a proper media campaign will be conducted and four events on IRM topics will be organized (two in each side of the border).
The main goal of the project is to promote the appropriate harmonized high-level educational programme in the field of Industrial Risk Management, to training specialists in risk assessment and risk management. Project contribute to solve the problem of lack of harmonized qualified technical personnel in the field of industrial risk management, by adopting a joint curricula and a harmonized course support, base on the same referential. This will also provide a sustainable approach to industry sectors demands as will facilitate individual pathways of self accomplishment.
Project promotes a future collaboration in the exchange of experts between the two neighbouring countries. In the frame of the project will be organize three workshops between the project partners who will discuss the issues of project implementation. During these meetings will be exchanging of knowledge that will lead to joint development of a training course support in Industrial Risk Management. The exchange of knowledge will be directly encourage to the joint free of charge training courses organized within the project, by key lecturers from each country that will present their knowledge in the field.
Thus project partners and beneficiary enhance proficiency and reach the same level of knowledge in the field, get mutual recognition for theirs skills and therefore project laid down the foundations for cooperation in the labour market in cross-border region (IRM specialist passport).
The mobility of professionals is many times limited when qualifications are not fully recognized. The development and implementation of a qualification achieved under harmonized parameters and commonly recognized outside national borders, especially when addressing technical related areas, is of crucial importance for the use and recognition of knowledge, skills and of the professional / personal development. National systems are not always recognized outside member country. The realization of this project would allow to the participating members to offer on their countries a harmonized qualification at a high qualitative level.
With this project, both countries have benefits due to exchange of specialist, know how, and techniques to solve risk management problems in order to reduce environmental pollution risk, in cross-border area.
